Introduction
The Surplus Personal Property Donation Program for Airports is administered by General Services Administration (GSA), and is coordinated through the Federal Aviation Administration (FAA), under the authority delegated by the Secretary of Transportation.
This Program enables public airports to qualify for receipt of personal property which becomes surplus to the needs of the Government. This personal property must be essential, suitable, or desirable for the development, improvement, operation, or maintenance of an airport.
GSA has developed the GSAXcess website, which is an on-line clearinghouse, wherein FAA-sponsored airports may screen and freeze surplus personal property.

FAA Actions
- Sponsors public airports to participate in the Surplus Personal Property Program. Application forms are provided to public airport sponsors requesting to apply for screening privileges.
- Reviews all Transfer Orders for Surplus Personal Property.
The Transfer Orders are generated by the GSAXcess system, once desired items have been identified by the authorized surplus personal property screener. Each Transfer Order is faxed or e-mailed, by the GSA Alllocating Officer, to the sponsoring Airports District Office for itemized review and approval.
- Each Transfer Order is processed in accordance with the General Services Administration's Federal Management Regulation Chapter 102, located on their FMR & FPMR Library page, to determine suitability of use in the development, improvement, operation, and maintenance of a public airport.
