Conducting Business with CMEL
There are two different types of products and services which are available at the Center for Management and Executive Leadership (CMEL) in Palm Coast, FL. These categories are “core” and “non-core.”
Core Courses
Core courses are part of FAA’s corporate curriculum. They are designed and delivered in accordance with direction
from the FAA’s Chief Learning Officer (AHD-1) and include both mandatory and elective offerings. These courses are
centrally funded and usually include travel.
Last year, CMEL released a notice to all primary training POCs regarding the “Call for Training.” The "Call for Training" was officially discontinued for nontechnical courses in 2006. Instead, AHD uses many sources of data to construct annual training requirements. These sources include: the annual Leadership Skill Gap Analysis, a Customer Survey sent to all FAA Managers; guidance from the Learning Development Council; inputs from the Training Integration Group; and Human Capital Plan projections of managerial turnover, which impacts mandatory training requirements. Some LOBs (Lines of Business) continue to collect nontechnical training needs when they do their technical "Call" and give this information to CMEL, which we forward to AHD.
CMEL and AHD establish the preliminary delivery schedule for corporately funded training for the upcoming fiscal year in May and June. CMEL loads it into eLMS no later than July 1. This provides ample time to make enrollments for the next fiscal year. All slots (the eLMS term for what used to be called "quota") in all scheduled offerings are in "pool" meaning that these slots are open agency wide. Provided that requesting managers meet course eligibility criteria, the training contact can make enrollments directly. If a student needs a mandatory course (FMC-2, FMC-3, or MMC) and no slot is available, the training contact must notify the CMEL Registrar so we can accommodate this essential training.
Non-core Courses
“Non-core” (previously Fee-for-Service or FFS) is the term we use for courses that are being requested by a particular customer that are
not corporately funded. In other words, potential customers decide that they want a course and then they pay for it with their own funds.
We can use existing courses to meet our customers’ needs or we can design, develop, or customize a course to meet our customers’ unique needs.
The only exception is that mandatory training courses (i.e., FMC-2/3 and MMC) will not be delivered to FAA customer organizations other than
through the corporately funded core curriculum. For instance, we recently designed and delivered a course called “Critical Decision Making” for
NASA senior executives. This is a new course we designed specifically for the NASA Shuttle Mission Management Team (MMT). We have
also designed and delivered custom courses for TSA, the US Navy, and others. We also provide many non-core products and services to various
FAA lines of business.
